The Climate Leadership and Community Protection Act (Climate Act) was signed into law on July 18, 2019 and is among the most ambitious in the country. The law created a Climate Action Council to develop a Draft Scoping Plan of recommendations to meet the law’s greenhouse gas emissions reduction targets and help New York attain carbon neutrality.

NECA and Scenic Hudson provided recommendations on the Climate Action Council Draft Scoping Plan during the public comment process to help the state reach its climate goals related to renewable energy production, emission reductions, and support for farmers and landowners transitioning to climate-friendly practices. You can view NECA's comments here and Scenic Hudson's here.

Special thanks to Matt Sheffer, Managing Director at Hudson Carbon, who was the lead author on the NECA comments, and to Scenic Hudson’s Policy, Advocacy and Outreach, and Science teams for their insightful recommendations.
